forced to grant Kosovo complete independence which was and is the stated goal of the KLA. Appendix B to the Peace Accord proposed at Rambouillet included provisions more appropriate for an occupying force after an armistice than a peace accord. It required Yugoslavia to surrender to NATO many aspects of its national sovereignty. It is not surprising that Yugoslavia was unwilling to sign the Rambouillet document. Neither side would not agree nor was the bombing deadline extended two weeks.
